All of the data is publicly available on the EAC web site here. The point of this post is to provide a quick reference guide. I encourage you to look at the data yourself and come to your own conclusions.
Engineering Change Orders (ECOs) are submitted to a Voting System Testing Lab (VSTL) by the manufacturer of the voting system. The VSTL evaluates the change and either makes a recommendation to approve or disapprove to EAC. In this case for Dominion, Pro V&V appears to be the sole VSTL utilized. SLI Compliance does not appear to be utilized for any of these ECO’s, as far as I can tell.
The below tables were taken from the EAC web site data link I posted above.
The tables below are sorted from newest to oldest (2022 to 2019). I did not look beyond 2019. An interesting question to ponder is this:
“Given the complexity of the proposed change, why did it take as long as it did to be approved?”
I leave it to yourself to consider this question. I am simply providing a calculation of the number of days to approve the ECO. This is the “Evaluation Days” column.
The approvals range from -11 days (clearly a typo on the EAC web site) to 248 days.
